My wife is the 1st counselor in the YW Pres. in our ward ...
... and I guarantee you that she would not think those shorts were immodest.
I also showed the picture to my brother-in-law that I work with (who is a counselor in his stake presidency) and he said that for a girl in college, those shorts were not immodest, though he probably wouldn't want his pre-teen adolescent daughter wearing shorts that short.
