That's the whole point of modesty. She may be the future wife of an apostle, or a member of the Relief Society General Board, but when a casual LDS observer sees her, I can't know her heart, her spirituality, her achievement, any of that. But it is obvious that she chose to wear shorts that go against church dress standards. (Not to mention a Yewt shirt but that's not a church issue) So you might draw an inference about what that communicates about me that I notice, but what would someone reasonable infer about her if you just saw her on the street? "Wow, I bet she's a Laurel president"? And don't tell me the first thing you wouldn't notice is her dress.
If dress doesn't matter then why not wear a swimsuit to the temple? Or the clothes I change the oil in to meet clients at work? After all, you can't tell what's inside someone by how they dress, right? I think you see where this is going. And if you want me to grovel for quoting church standards, you have come to the wrong place.
