Sure, walking or biking from dorm to campus is perfectly fine and feasible.
However, if a student wants or needs to get groceries, take a nice lady out on a date, get to work, travel for club or group events (the list can go on), then walking or biking is not going to cut it most of the time. If a student is living on campus, especially if said student is from out of state, there should be a reasonable expectation of them having a vehicle, and that vehicle needs a reasonable parking spot.
