A mission doesn't guarantee that someone has (or gains) self-control.
I'm aware of a man who got home from his mission, was married (sealed), and then not more than a few years after returning from his mission plead guilty of multiple counts of child molestation. He's serving 50 years in prison with no change for parole.
It's potentially a more extreme example, but no calling, mission, school, institute, etc. in of itself can strip a person of flaws and their ability to make bad choices.
