You are assuming a kid that transfers doesn’t grind. Why not give kids a chance. Transferring allows all kids a chance to find a spot if they are good and grind.
Will kids get pushed out, sure. Can they have a chance to find a spots, yea. Is any scenario fair? Of course not, but I believe transfer rules allows kids an opportunity to find a good spot and not be beholden to luck of where your family bought a home years ago.
Strict boundary rules favor the wealthier and very poor. Wealthier can pay to move. Poor often don’t own homes and are more portable. The big group of middle class kids are the ones screwed by strict rules.
Transferring gives kids an option.
