Is the purpose of school to give talented kids a place to play sports?
As you can probably tell I'm speaking from experience here so I will have some obvious bias. Not everyone's going to make the team at their school. But why should a talented kid at one school get booted out of a spot because of the talented kid at another school who couldn't make their team wants to come down and play in a smaller division?
