You are reading waaaaay too much into his "kids recruit BYU" statement
All he means by that is that a kid needs to want to go to BYU and have the BYU experience. You can put the hard sell on a kid who doesn't really want to be at BYU and perhaps change his mind, but his prospects for success are much lower than if he wants to be at BYU. It does no good to have some unmotivated kid taking up a scholarship no matter how talented.

But, BYU does go after big time recruits often and early and offers some scholarships very early indeed. Bronco has even been mocked and criticized for it. Now he has started holding back some scholarship offers until later because they were missing on kids that were late bloomers because they had already committed all their scholarships to others. He has also expanded the scope of those he will recruit quit a bit in the last 3 or 4 years as well and has backed off his pulling scholies from committed recruits who visit other schools.

In other words, Bronco does most of the things that people claim he needs to do and has been doing them for a number of years.
