Most homeless families require services several times per week. Between drug
testing, therapy/counseling (for multiple family members across different organizations), assessments (parenting, substance abuse, mental health, psychological, domestic violence, etc.), treatment, medical services (ex: 9th Street Clinic), court hearings, DCFS meetings, etc., these families, by and large, are getting services multiple times per week. Depending on the level of care needed, they could be required to get services on a daily basis.

If you work a normal 40-hour job and you require public transportation to get to and from work, you have very little free time. To say that it wouldn't be a problem for a person in that situation to then take Trax an hour each way (several times per week) to get downtown for whatever legal/medical obligation they have, doesn't make sense to me.

To your point about Draper being an ideal location for families to reside in a homeless shelter due to the good schools, the homeless shelter is temporary housing. Especially where children are involved, the goal is move the family to long-term housing (either through county housing vouchers or treatment provided out-patient housing). The benefit of attending schools in Draper for a short period of time, doesn't outweigh the problem of distance to all the services created to assist the homeless.
