thanks for taking the time to write a detailed response. In NYC homeless shelters often house people for a year or
more. When you say these proposed shelters in Draper are temporary housing it seems this means that people will stay in these for 3 or 4 weeks until a better solution can be found.

In NYC we have 3 levels of housing for the homeless:
Emergency - generally less than 30 days
Transitional - 30 days to 2 years
Permanent - 2 yrs plus

It seems you're saying that the proposal is to create what I would call an "Emergency housing shelter" in Draper. If that is the case then I was misinformed. It doesn't make sense to me to have an emergency housing shelter in Draper.
