Utah doesn't produce a ton of track stars, but multiple high school kids in Texas break that record pretty much every year, and I'd imagine it's the same in most larger states. And these are 17-18 year olds still several years away from their physical prime.
Take the male population 4-5 years older than that, and I'm guessing the percentage of people capable of doing it with some purposeful training is well into double digits, at least.
