I'm not sure if that is the case or not, but if she shows up for the individual competition, I think she significantly weakens her position that is was a mental/"state of mind" thing rather than a selfish decision.

This is a seasoned professional with 5 years to prepare and many consider her the GOAT, that is not the type of person that doesn't show up mentally prepared.
