From what I've seen of Romney, he's better with his read progressions and has

superior accuracy. Romney will never be able to turn into a runner like Hall, and Hall may be able to turn into a better passer like Romney. So Hall likely has a higher ceiling. But as I said in the OP, "at this point in the season" if Hall were unavailable, I don't think there would be a noticeable difference in overall offensive production.
