I think that's part of it. The other part may be nerves.

Particularly in the first quarter, he tends to throw high even on short throws which may be too much adrenaline. If he can improve in those areas, he could be truly special. So I would agree his overall ceiling may be higher than Romney's (and I'd guess that's what separated him as the starter in pre-season).
