Why have rules if they aren't enforced?
I'm serious. There are plenty of routes that could be viable

1. Have standards but leave it to an ecclesiastical endorsement, the honor code office deals only with Academic Integrity and processing ecclesiastical endorsements.
2. Function more like other religious schools. Teach the principles but do not have any discipline for lawful actions that happen behind closed doors. Violations that occur on campus would be a violation of housing policies only and would result in being asked to leave campus housing..

But with current policy many accusations they get would be "rumors"... That's why they investigate.
