Why? Other programs do.

Not everyone who has a good program is landing a 5 star and eight 4 stars. BYU is not realistically going to jump up in that area. You get an extra one here or there, maybe even a consistent 1, and 2 extra here or there but that's probably tops. Then you fill out the class with solid guys. It shouldn't be the standard, but it's not always the rule. Utah is known for their D yet HALF of their defensive starters combined for barely a handful of P5 offers. They just found great athletes.
