She was an obvious fool, didn't make her payments and then tried to run off when the repo man showed up, simply stupid. But he chased her, which was stupid as well. Nothing to accomplish by doing that, just bide his time and repo it later. Personally I think the punishment was far to harsh but sending a message to repo guys that they aren't authorized to engage in high speed chases seems appropriate.
