I would guess not, at least not substantially. Most targeting calls are the
result of the offensive player reacting/moving after the defensive player is going full speed and engaged in a hitting/tackling move. Most of the time there is nothing the defender can do to avoid it without risking the effectiveness of the tackle itself, because you are taught to hit people in the "numbers," but all it takes is the ball carrier to duck or twist slightly for a legal hit to turn into a blow to the head.
