I like your suggestion about training the fans on targeting.

After fans are trained, the rule should be changed to let the fans decide whether it was targeting through a 30 second twitter vote. It'll get the fans even more engaged, and eliminate long reviews.

I think enough teams hate it that the NCAA will change it. It is a terrible rule.
