No, it's not. Just looking at the Lakers schedule this year as an example:
The Lakers play the following teams three times this year:
Nuggets, Rockets, Grizzlies, Thunder
Looks like it's the same for every team; there are four opponents each team will play 3 times. Obviously, 2 at one arena and 1 at the other.
