As a parent of two adopted AA teenagers living in Salt Lake City, I can tell you that staring at my two children seems to be part of our Utah culture! The good news is that it seems to be equally distributed between all ages (but mainly female). Yes, for my 16 year old daughter, many of those staring are other teenage girls. But I'm amazed at how many of the long gawkers are the mothers!!! So yes, some of them may have been staring because they recognize him, but in my experience, many are just staring because they stare at black people and don't seem to see anything wrong with it??!!
