Doesn't mean it's completely true, but it's coming from somewhere. I don't think they're talking about outward emotion as much as drive and intensity, at least consistently, in his play.
... I wouldn't put Lillard and Leonard in the same category. I don't think they're even close. Lillard is a lot more outgoing with is emotion.
