Do that, and all of the network problems go away.
If the conferences would vote for full conference championship deregulation, the PAC could invite 3 to 6 Big 12 schools (whatever it takes to get Texas) and go to 3 or 4 divisions. [I personally like 3 divisions if you have semi-finals as part of the conference championship structure (3 division winners and 1 wild card)]
NORTHWEST: Washington, WSU, Oregon, OSU

PLAINS/EAST: Texas, Oklahoma, Kansas, Texas Tech
* 4 Big 12 adds - nice 3-2-2-2 schedule format

NORTH: Washington, WSU, Oregon, OSU, Utah
SOUTH: UCLA, USC, Stanford, Cal, Colorado
EAST: Arizona, ASU, Texas, Oklahoma, Kansas
* Just the Big 3 from the Big 12

NORTH: Washington, WSU, Oregon, OSU, Stanford, Cal
SOUTH: UCLA, USC, Colorado, Utah, Arizona, ASU
EAST: Texas, Oklahoma, Kansas, Texas Tech, Oklahoma St., Iowa St./Kansas St.
* Add a 6-team Big 12 division. TCU and WVU are "power" newbies and Baylor is a hot mess. Iowa St. or Kansas St. would be the real loser.
