largely comes from property taxes, which aliens do pay. They also do not quality for food stamps, housing, Medicaid and the like. Not even lawful permanent residents get many of these with only a few exceptions (I.e. Having worked 10 yrs in the US) so most must naturalize first
However their US citizen children do, by law, qualify.
