My kids (twins) took the ACT several (4-5) times and took a prep class. Both of the them had the same issue as your daughter (time management), their best score was a 28. After taking the ACT twice, they took the SAT and scored much higher--equivalent to a 30-31 on the ACT. They took the SAT only once, but we submitted their SAT score and they were both accepted to BYU, daughter is a freshman while my son deferred for his mission. They both felt the SAT was easier because they had more time on each section...
