You can't pin it on the HC office
Bernard did not play in the bowl game. That would have been the coach's decision, not the HC office. He did participate in spring practice and most of fall camp, therefore he was still enrolled in school at least through that period.
The reason Francis is not playing is that he is red-shirting. He was not suspended from school.
The HC office does not release info so it's not known just what their involvement with Bernard was. Obviously where was some but apparently he was not suspended. He has been in school and on the sidelines at football games. So unless that has recently changed, he's still on the team but red-shirting.
