Think of it this way, if what you said were true, we wouldn't see all of these guys moving around right after their missions. When guys are getting home, the first thing you start to hear about is who they're actually going to play for. Nobody would be talking about that if they were still locked in. It's so easy to move because they're exempt from it for leaving for over a year. Military or mission or whatever. If you got nailed with a penalty, we'd hardly ever be talking about dudes wanting to change schools when they got home. Nobody wants to get home and immediately be forced to use a RS.
