Do any states subsidize athletics?
Subsidizing the school is one thing and something that the Church does for BYU. Or at least it subsidizes tuition quite a lot. I'd expect states do subsidize their schools but generally not athletic programs.

Not revenue. If BYU wants to be a P5, the church needs to subsidize it so the funding is equal to a successful P5.

Like I said, it needs to be a priority. The best coaches they can get. Salaries that match successful P5 salaries.
