IMO, she is at fault for walking across without a crosswalk in a dark...
...and poorly-lit area where traffic is moving without expectation of pedestrians. What was the speed limit there?
Honestly, from the moment the headlights illuminate her to the point at which the car hits her, I'm not sure a human would have done much better. (It's possible the video doesn't display the true lighting scenario, but she seems to appear out of nowhere to me.)
