Right now, in many districts there is a shortage of teachers. So, while there are teachers I'd like to get rid of too (along with a few administrators I know of) - the reality is that many places can't afford to get rid of those teachers. Because they don't even have BAD teachers to replace them with. And districts are desperate enough that if one gets fired in one area, they'll just get hired in another (assuming they don't have a history or abuse or illegal behavior.) So what you have is districts trading bad teachers with each other.
