It's interesting to hear that line "best and brightest" coupled with the
Argument "there's no way to evaluate teachers and pay the good ones more and bad ones less".

I'm probably building a Strawman but wouldn't raising pay just as likely lead to crappy teachers getting more pay as attracting best and brightest?
