with a lot of guys who aren't pulling in the huge names that are college-ready. John Neal is a good example at Oregon. Utah has great development of guys who were in no way big recruits. USU, Boise, they all have coaches who can get the most out of what they're recruiting.
USU has 11 draft picks in the last 7 drafts, almost all of whom only had USU as their offer. Yes that's talent evaluation, but it's also talent development.

Holliday is at least a guy who could do a little bit of both. He could develop guys, but also help land guys who might have higher floors and ceilings in the first place.
