I'll agree, it was back at one time. I suspect this is part of the reason for some of the changes. From what I see, it appears that the Church now feels that between the Institute programs at various universities, as well as student wards, that BYU is no longer as necessary for people to find their spouse.
Instead, while I'm sure they expect the socialization and finding of a spouse to continue, the mission is now oriented toward education, particularly to train the future leaders of the church (and give them what they need to make a living that will allow them to spend time in service to the Church — and pay tithing).
