My company (private, ~$1b size) and prior employers (Fortune 200)...

would recruit and hire from the University of Utah but not UVU. A resume where UVU was the highest education would be unlikely to pass the recruiters filters whereas the University of Utah's presence would have no such problems.

Anecdotal in both cases but being the namesake university of a state does carry a bit more weight in some cases.
