I abstained from voting because I'm not sure if frustration done in the heat
of athletic competition necessarily qualifies. This example is certainly one of the more extreme cases, but at what point does it stop being treated as a foul/penalty on the field/court/rink/pitch and become criminal? This kid is certainly paying a price beyond a criminal penalty. I would consider his past history and if this is pretty standard behavior, then it might be that he needs to be charged. If this is well beyond his typical competitive nature, then the price he currently is paying may be enough.
