Ah, but they are in the PAC. The tiebreaker is for championship game selection,

but is irrelevant to the division championship itself. In 2015, Utah were co-champions with USC, with the "selection" for the CCG representative from the south being decided—by rule—based on the tiebreaker. You might not like it, but Utah is on the books as the south co-champ that year.
