I had him as a professor before he became an administrator and really liked him.
Definitely wouldn't characterize him as not a BYU guy. He's definitely a big time BYU sports fan.
I can't speak to him as an administrator. He did seem very honor code loving and like he may have a somewhat deontological approach to life which couldn't cause problems as an athletics administrator.
