That's flat out wrong. I don't know if you're just mistaken or what, but nobody

qualifies for NCAA D-1 with a 13 ACT. The minimum ACT sum score for D-II (which is lower than D-I) is a 68, which translates to a composite 17 ACT score. DI has a sliding scale that is based partly on your GPA, but nobody qualifies for NCAA D-1 (or BYU) eligibility with a 13 ACT.
