Keep in mind, Richards is likely going on a mission, so if he plays next year he'll get Wilson v. Huntley. Who knows what he'll get in 2022 (it's unlikely to be Wilson or Shelley).
Huntley played full games against the following: Weber, NIU, UW, WSU, Stanford, Arizona, USC, and UCLA. Wilson played full games against Hawaii, NIU, Boise, UMASS, NMSU, and Utah.
In 8 games, Huntley went 142/218 (65.1%) for 1674 yards, 11 TD, and 4 INT. That's 18/27 for 209 with 1.4 TD and .5 INT.
In 6 games, Wilson went 98/160 (61.3%) for 1197 yards, 7 TD, and 3 INT. That's 16/27 for 200 with 1.2 TD and .5 INT.
So we're looking pretty close (although obviously most of Utah's schedule is tougher than BYU's, outside of UW and WSU they're not killers).

So no, if you're a WR, you're better off at Utah (at least next year). Now if he's going on a mission it won't matter where he signs, he'll decide when he gets back which coaching staff and QB he wants to play with, and there's no way of knowing who that will be. But if he's playing next year, Utah uses WRs better than BYU. Of course, he's also got a better chance to see the field as a FR at BYU, since they lose Collie and the others outside of Shumway seem pretty average, and Utah doesn't lose any WR and has more talent in front of him.
