No, both are important. In a household, fiscal responsibility is defined by how
much someone spends relative to how much they earn. It is not defined only by how much they spend.

You can't tell whether someone is being fiscally responsible if you only look at one side of the ledger. For one family, spending $1 million per year can be fine, while for another it puts them on the road to bankruptcy and financial oblivion. I've known both types of households.

Same thing applies to the Federal government.
