I can agree with what you’re saying about coaches that won’t follow youth league rules, and I also understand your frustration of fans who don’t know the rules but are still vocal. The part I think you’re mixed up on is thinking this is just in Utah. You might have had a better experience in the other two places you’ve lived, but I’ve coached in California and Idaho, and what you’re saying is definitely not exclusive to Utah in my experience.

P.S. - I went to a soccer game last fall and I also did not understand offsides rules. I guess the difference is that I didn’t yell at the refs or complain vocally, I just asked my brother what the rule was. I’m not a soccer fan, none of my kids have played soccer, but I went to support a niece even though you can classify me as a somewhat “clueless soccer fan” when it comes to the rules.
