My company ran into a situation like that several years ago.
We were trying to sell our business units to another company and supposedly it looked bad if had any recent layoffs.

So we have several people with literally nothing to do and they just sat around all do goofing off. Eventually they stopped coming in all together and still go paid. The rest of us that were working for our paycheck were none too happy about the situation.

Eventually the sale fell through, people were let go and things got back to normal.
