Cool idea, but to create something like that in perpetuity would be

outrageously expensive - and that would be administration costs alone.

For example, if you moved one professor with a spouse and four kids from Provo to Berlin for three years, the move itself would probably cost somewhere around $30K-40K - just to get them on the ground and moved in. 

you would have to add this:

- Lease ($30-40K/yr)

- Plane tickets home for the summer  ($7-8K/yr)

- International School Costs ($100K/yr)

- Cost of Living Increase ($25-35K/yr)

- Overseas Insurance ($3-7K/yr)

- Automobile Allowance ($10-25K/yr)

So above and beyond a base salary, BYU would be into it about $175K - $225K depending upon a number of variables. And that is for just one professor for one year. As others have said, to do this BYU would probably be better to just hire instructors locally. But I am guessing that would probably bring its own problems.
