Another article from back in February mentioned that they are still in the planning for what each phase will entail.

I would assume this will be an ongoing project with the population projection increase being close to 1Million in the area over the next 40 years. I will be too old, or dead to care at that point, but have been hoping they would expand the airport for a while now.

For more details the first phase will be: "Phase one of the projects, which would build a four-gate terminal, baggage claim, and TSA stations, is estimated to cost a little more than $41 million. The structure would be built to expand to 10 gates in the future but would operate with four gates until then."
