Delta would be the last airline in Provo.

They have a hub 50 miles away. Delta won't happen.

It would actually be interesting to see what airlines would sign up for Provo and what routes they would offer. I could see United running a flight to Denver and airlines like Frontier/Alaska/Allegient with specific routes to SoCal/Las Vegas/Arizona.
