Open offices are a cacophany of every obnoxious office noise you can imagine.
Dividers will be left up no matter what. No one gives a #&$% about collaboration when there is that much office noise. Most people will turn to using sound cancelling headphones. Especially technical groups (i.e. developers)
Open office designs also hurt interaction because of the pressure to "look busy".
