Utah has one sub 4.5 guy (Blair) and he ran that at the combine. Ballard's best time was 4.49 at the pro day, but if you combine them he's above 4.5.
And Utah players have repeatedly run sub 4.5 at the combine (https://www.pro-football-reference.com/draft/2019-combine.htm):
2019 Blair ran a 4.48
2017 Brian Allen ran a 4.48 and Joe Williams ran a 4.41
2016 Tevin Carter ran a 4.48
2015 Eric Rowe ran a 4.45
In that same time frame BYU has had the following guys run sub 4.5 at the combine:
Nobody. Not Hoffman (4.65), not Sorensen (4.67), not Jamaal (4.59), nobody.
