The Jazz use an offensive system. When you play against a team 4-7 times, you learn those plays and nuances and it's easier to disrupt and sabotage your opponent. But teams like GS, Portland, and Houston have guys who can simply play iso ball. It's the same in the East with Giannis and Kawhi. Iso ball doesn't change in the playoffs. It's the exact same in the regular season.
Utah doesn't need to just find shooters. They need to find guys who can individually create and score independent of an offensive play. Sadly, those guys don't grow on trees and they are generally drafted or signed as free agents. The Jazz don't have either of those options available to them. So the best that they can do is try and add some shooters. But come this time next year and the year after, it's going to be the same story.
