It isn't for the HOV lane...

it is for the left lane. But right now on I-15 through salt lake the HOV lane is suspended which makes it the left lane currently. You do not have to move if you are in the actual HOV lane although you should be considerate and at least drive the speed limit in that lane but that is just a matter of being polite and not a requirement by law.
