I agree, I think a lot are.
There are so many major violations along the Wasatch front they often target the bigger stuff.

Call volume has also increased a lot in recent years, and UHP is not at full staffing numbers, which reduces proactive enforcement as troopers are often busy handling or responding to calls.

If they could do entirely proactive enforcement, they could make a lot of stops.
