On a previous house that I bought new, we hounded the ever loving crap out of the builder to fix an issue with a leaky
window (it was hard because it only leaked at first in big storms where the wind was blowing just right, and that was pretty rare). We had been in the house for 9 years- long after the warranty expired- and were getting ready to sell it so we wanted that fixed.

The only reason why we were able to get the builder to (eventually) listen to us is because we had reported the leaky window to them the first time it happened when the home still was under warranty. They sent somebody out who stood there with a garden hose spraying the window for 30 minutes, but never got it to leak, so they just told us to call them back if it leaked again.

It was hell getting them to respond, though. The builder had even changed names, so it was a pain to track down their new phone number. When we did, my wife was leaving multiple messages per day and they never picked up the phone or called her back. We finally did some more detective work and found their office, so my wife (with a toddler in tow) drove 45 minutes to their office and told them that she wouldn't leave without speaking to them about the problem.

When the rep finally got to our house, it was clear that his job was to find any reason why it wasn't their fault (I remember him telling me that he suspected the weep holes on a window above the leaking window had become clogged with dirt, so that was a homeowner maintenance issue that they were not responsible for). We stuck to our guns, demanded evidence or data to back up their claims, and eventually proved that it was their fault (the window flashing was installed wrong). They fixed it.

Outside of that you might need to lawyer up.
